Vintage film splicer - Griswold Film Splicer Junior Model 16m/m, No 58769, manufactured by Griswold Machine Works, Port Jefferson, NY, made of iron, metal, 5 3/8” x 4 1/8” x 3” H. It is in fairly good cosmetic condition - I do not know how this works so I cannot test it, some surface wear, fairly clean.
